2ND CLIMATE ADAPTATION AND DISASTER MITIGATION - 2 DISEMBER 2025

2 DECEMBER, 2025 | 2ND CLIMATE ADAPTATION AND DISASTER MITIGATION PROGRAM

The Lee Kuan Yew School of Public Policy, NUS Singapore, in collaboration with Aeolus Labs, San Francisco, USA, organized the 2nd Climate Adaptation and Disaster Mitigation program as part of an effort to provide exposure regarding tropical disaster mitigation due to climate change in ASEAN countries.

The program was attended by officials from ASEAN governments such as Malaysia, Indonesia, the Philippines, Cambodia, Thailand, Vietnam, and Singapore, as well as India and Australia. Through discussions during the program, emphasis was placed on key aspects of global climate change, such as the geopolitical shifts of major powers, government insurance protection for victims affected by climate change impacts, and the destruction of national facilities and assets due to disasters.

Professor Kotaro Tamura shared insights on how the climate crisis in Southeast Asia and India is intensifying due to geopolitical obsessions with AI technology and defense, thus demanding a strategic shift towards climate adaptation based on “Green Realism,” technological innovation, and strong governance to address complex, interconnected disasters. The representatives from Malaysia were Mrs. Suhana Shamshudin from the Ministry of Natural Resources and Environmental Sustainability (NRES), Dr. Sharifah Faridah Syed Mahbar from the Malaysian Meteorological Department (METMalaysia), and Dr. Khairul Anuar Mohamad from the National Water Research Institute of Malaysia (NAHRIM).

During the keynote dialogue with senior government officials, Malaysia, through NAHRIM, proactively presented disaster issues related to saltwater intrusion caused by sea-level rise in the Kedah rice cultivation area, which is a primary sector of Malaysia’s rice economy.
